Historical average voter turnout

How many votes can we expect in the upcoming election? I would guess 110,000. Although we have a good stock of candidates, only three seats are wide open (as currently held by exiting councilwomen Kathleen MacKenzie, Elbra Wedgeworth, and Rosemary Rodriguez).

Historical averages are provided below. Most interesting is the fact that municipal elections and runoff elections generally garner turnout representing 60% of the active electorate. 1999 was the only major aberration.
